While the coverage of Forward Deployed Engineering stays fixed on San Francisco, the fastest-moving demand is in a region most of the industry doesn't watch closely: the Gulf. It isn't a trickle of listings. It's national mandates, backed by sovereign money, hiring people who can land AI inside government at scale.
Qatar. The Scale AI × Qatar agreement — a five-year mandate with the Ministry of Communications and IT — is putting 50+ AI applications into ministries across government, health, education, transport and tourism. That is Forward Deployed Engineering as public policy, concentrated in one city.
The UAE. Abu Dhabi has built a full stack — G42, Presight, Core42, the TII lab behind the Falcon models, and MBZUAI as a dedicated AI university. G42's software-engineer packages run to AED 456K, and Arabic-NLP capability adds a 15–20% premium. Dubai layers commercial and consulting demand on top, tax-free.
Saudi Arabia. Vision 2030 funds deployment directly: HUMAIN (the PIF's national AI company), SDAIA, and Aramco Digital are standing up programmes that need engineers on the ground.
Why it's underserved. US recruiters don't own this market — relationships, on-site presence and regional fluency matter more than a job board. The pay bands look lower on paper, but 0% income tax plus housing and relocation change the real math, and sovereign roles pay premiums for scarce deployment talent.
For an engineer who can be in the room, the Gulf is the least-covered, fastest-growing corner of the FDE market. The people building it aren't waiting for the West to notice.
